I use just199.com for my vps. If using cpanel, make sure you have more than 512mb of ram.

I've been happy with my Centos VPS from QuickPacket.com. Don't know if
they have multiple peering providers (I doubt it), but they "guarantee
100% uptime". They have a datacenter in Atlanta.
