This should work.  I've not done video over the net, but a while back, I 
put up a web site where you could remotely snap an image and it would be 
displayed in the web page.  There's vic and other software to do video 
with multicast.

I don't know that I have the box anymore, it says v-cam on the bottom. 
Since it's got an rca connector, yeah, you'd have to have a capture 
card.  I checked out mustek's site, I don't see the camera there.  It's 
probably been discontinued.  I picked mine up at http://www.compgeeks.com/

My personal experiences with usb cameras is they are not near as fast 
and clean as the capture card/camera set up.  I've got the logitech 
express and my daughter has an ez-cam usb camera on her computer. 
Neither compares to the capture card/camera setup.
