You need something in the setup to do NAT (unless the person has
multiple IPs from their ISP). Everything can connect to the same
switch, but all of the traffic would have to be funneled through the
device doing NAT.
When you authenticate with PC1, then the ISP is going to send all
traffic to PC1. PC2 has no connection to the outside world without
first authenticating (and setting up the PPPoE link). But that would
kick PC1 off. Thus, you need to do NAT.
