I don't see any reason why you wouldn't be able to do so with Linux.
You can write a wrapper around the existing command-line players and
control them using a custom GUI that binds them to sound cards. You can
even use PulseAudio at some point in the future when it becomes stable
to bind all of the sound cards together and send the same stream to all
of them at the same time, if you want, or different combinations of
them, or whatever.
Even without PulseAudio, you can probably do that by just splitting the
stream output to two, three, four, etc., different cards.
