Yes. The NID is the last part of telco property. It's also their "end
point of responsibility". So if the signal is crap at the NID, it's
the telco's problem not the home owners. And teh telco doesn't get
upset at all if a homeowner tests for clarity by plugging in directly
to the NID. It was designed just for that purpose with an RJ11 jack so
it would be easy.
