It has a lot to do with population density and the economics 
of wiring it. Most of Europe's countries are smaller than our states. 
CIA Factbook re: Germany -> slightly smaller than Montana 
85+ Million people.. 

The USA: (Per 05 Census): Montana - 935+k people, 
         All of USA: 296+M people.
