It can, but it has a limitation of not being able to be larger than a 30 
gigabyte fat32 partition if you use the Windows XP installer to create 
the partition.

Also while it is possible to have larger than a 30 gig fat32 partition, 
weird things (more so than normal on a windows xp install anyway), tend 
to happen if you install it on a preexisting fat32 partition that is 
larger than 30 gigs.
