[ale] Georgia Computing Standards Explicitly Disallow Linux

When I contracted out to the state from an agency 2 or 3 years ago I was
told that GA had fired it's IT dept and contracted out everything they
could.  2 secretaries who had attended a single ms sql course were dba's and
some of the contractor's didn't even know Access .... and there's more ...
