Try /proc/sys/fs/file-max and others...  Its not hardcoded in Linux, its changeable at runtime
via the proc interface.

I have seen under IRIX scripts that unset ulimit deliberately.  However, 
the number of file handles is not unlimited but is set for the kernel 
and for the user separately as hard numbers.  This should be in your 
kernel config somewhere.
