That's an open ended question... All providers throttle the bandwidth.
Also, it's hard to know how congested the network gets with traffic as
compared to the maximum bandwidth the network can handle. Further, the 
load on the network goes up and down during a twenty four hour period,
but, you can pretty much predict when the up's and down's will occur.

If you can get a network admin type at your provider to talk to you,
he may give you all of the above information. This is the only way that
I know of to really get the information you want. Perhaps others on this
list have a clever (And reasonable) method to obtain this info without
without talking to a network admin at your provider.
