[ale] telephone and network wiring

I have a business friend who has purchased a former hostel/house intown 
that he is converting to business suites.  There currently is some network 
and telephone wiring in the facility but he wishes to update the wiring.  
There will also be significant remodelling going on which requires rewiring 
etc.  This is a very short time frame job but I would like to be able to 
recommend someone who can do a competent, frugal job starting _real_ soon.

Any leads?
