No - let the system do that.
 'passwd' or 'useradd -p <password> <username>'
should use whatever method your system has set up and create the entry in
/etc/passwd, /etc/shadow/, or wherever/

For those things, you might find most of the info by 'man' on the control
file, such as 'man 5 passwd' (quite different, you will see, that 'man
passwd').
