[ale] OT: BellSouth FastAccess DSL

BellSouth is not the new monopoly in town. In fact they are probably the
oldest (if you consider Ma Bell) at over 100 years old. And, yes, they
are regulated by the Georgia Public Service Commission
(http://www.psc.state.ga.us) with an online complaint web site.

Unfortunately, DSL is a non-regulated service (which is puzzling to me
since they are the ONLY ones that can provide the service via their
telephone switching network) which means they can do almost anything
they want to and get away with it.

But, if enough people flood the PSC with enough (legitimate and
documented) complaints maybe they'll do something.
