In order for you to "overutilize" your connection, there has to be an
objective definition of "normal utilization" for you to violate, and a
mechanism to measure your own usage against that.
Next time they tell you you're using too much, demand that they back
that up with actual numbers.
(AT&T can go DIAF. Easily the shittiest company I've ever had to do
business with. And that list includes Comcast)
