[ale] What is OVERUTILIZATION? Slightly OT: AT&T Fiber upload failures.

A side note: on every phone call to Bangalore, they have repeated 
insisted that we have OVERUTILIZED our fiber connection, and are getting 
penalized as a result.

I have never heard of such a thing in 35+ years of various internet 
access.     I have only exchanged emails with a couple of AT&T staff in 
the continental US, and they say this is just a guideline for when you 
might consider a higher speed.   But apparently their staff in India 
believe it.    Mass hysteria?

I figure my router forwards the packets, and their router handles it as 
fast as it feels like.    And if two PCs fire up Windows Update at the 
same time, what am I supposed to do about it.

Anyone heard of this?
