It definitely started out as FUSE.  Most non-core file systems do as a way to test with limited ability to crash a system.   I don't know when/if it was added to the kernel.

Ah, google to the rescue ... kernel 3.8 and later added f2fs support.
On Android, it wasn't until Lollipop (v5.x) that the linux kernel headers were new enough to support f2fs.  Unfortunately, many Android vendors specifically remove f2fs support.
