Not enough money in it.
No annual maintenance contract.

If all the states got together and each put $50K into a F/LOSS
project for voting software, Americans would save money and be 
able to trust the results much more.

Brazil did this.

But really, we should all just switch to voting by mail, with paper,
and drop off boxes for the 1-2 weeks prior to the deadline.
