[ale] State of play re home Internet with static IP

To pass on anecdotal information, DirecPath is the reason Marietta was not
somewhere Google Fiber was rolled out.  As the story goes, DirecPath has an
exclusive agreement with Marietta to provide fiber internet services.  As a
Marietta home owner not in an HOA, it's very frustrating that monopolistic
practices are keeping me from fast, cheap internet availability.
