[ale] GA SB 315 Update

SB 315 passed the Setlzer subcommittee this past Wednesday on a divided
vote of 3-2.  The revised version EXCLUDES Terms of Service and
Agreement Violations, and expands a presumption of permission to entire
Households, but does not provide any meaningful additional protection
for Security Research (especially of a non-commercial variety).
Confusing wording added to protect information security BUSINESS could
actually make it legal to "hack back".  This is a controversial
provision being considered in Federal legislation that now may be
enshrined into Georgia state law.

SB 315 will be before the full Judiciary Non-Civil Committee meeting
this MONDAY, MARCH 19th, 1:00pm in 406 CLOB.

It's very unlikely that any more testimony will be allowed from
non-legislators.  EFGA expects close to a party-line vote which means
the legislation is expected to pass to the full House floor for a vote.

Assuming SB 315 passes the House, a reconciliation meeting will be
required since the bill was amended after passing the Senate.  This is
the LAST CHANCE for any meaningful amendment before it goes to the
Governor's desk.
