[ale] Ubuntu 18.04 release notes

um, ouch! Loads of stuff has not been ported to 3 yet. My centos gear
has 3 python environments: 2.7, 3.4, and 3.6. Sometimes I just use
python, other times it's python3, newest nightmares is python36.
