[ale] PHP date.timezone not set according to zoneminder

All php.ini files have date.timezone = America/Eastern (the recommended
format for php7).   But zoneminder (security cam system) squawks that
"ZoneMinder is not installed properly: php's date.timezone is not set to a
valid timezone".   php.info shows:
It shows the correct system time:
date
date/time support enabled
"Olson" Timezone Database Version 0.system
Timezone Database internal
Default timezone America/New_York
But when reading from the php.ini file (all are symlinked to one master), I
get:

date.timezone*         no value*

*                    no value*
This is driving me nuts.  Anybody have a clue?
