Part 2 YES! and so can bad power. NEVER use a crappy, cheap, light in
weight, power supply no matter what the sticker says it is rated at. I once
knew of a vendor of computer parts in Norcross who had power supplies
without stickers and put what ever sticker on the power supply that the
customer wanted (back in those days something like 150, 200 or 250 Watt) on
the same supplies. I expect the quality of even crappy power supplies is
better now than then (nearly 30 years ago), but when it comes to power
supplies, you pretty much get what you pay for and heavier power supplies
have more capacity to maintain the rated output, esp in noisy AC supply
environments.
