If you want a true whitelist:
* Disable DNS.
* Put all IPs you want inside the /etc/hosts.
That isn't very practical.
Perhaps something like OpenDNS in Parent-mode with a Dans Guardian Proxy
on the laptop?
Depending on the age of the kids - you can be bonehead or smart.
