Yes, because there are a lot of support programs and back end scripts 
that are in PHP.  The system was originally LAMP and during the switch 
to Django it was horribly mangled (doesn't look like it on the surface 
but a lot of internal stuff broke).

The way this system works, it just doesn't fit into frameworks.  Way too 
much custom work.
