If I'm understanding you right, you tried to install a third-party
Web-PHP-based Postgres administration tool (probably phpPgAdmin, the
PostgreSQL equivalent of phpMyAdmin), found it didn't work, and
concluded that the postgresql client and server software and it's
associated programs were 'not quite mature enough to use'.  If you're
going to evaluate the maturity of PostgreSQL, may I suggest actually
trying software written by the PostgreSQL team?  Try PgAdminIII, which
is available from the Ubuntu repositories, and works fine (and which I
find much easier to use than the bloated MySqL WorkBench).
