In Ubuntu Update Manager Settings you select:
  Release Upgrade, Show new distribution releases:
      Never
      Normal releases
      Long Term Support releases only

If you install a LTS release, the setting defaults to the third
choice. Otherwise it defaults to "Normal releases."
