A little research allows boot by doing the following:

root (hd0,1)
linux /vmlinuz root=/dev/sda1
initrd /initrd.img
boot

So I suspect the issue is grub install, question is, what is the proper
approach now?

grub-install hd1:0

grub-install hd0:1

????
