I would consider this a _renewed_ effort.

Everything that happened last year ended up hinging
almost entirely on the efforts and energies of one student.
He knows he can't continue to (and shouldn't have to try
to) do it all himself, so he's requesting a little formal
commitment for organizing assistance from ALE to
make the NW - SPSU meeting a regular, sustainable
and energized event.
