[ale] reseting locale

Red Hat isn't Arch so it isn't going to have Arch's config system. On
Red Hat, edit "/etc/sysconfig/i18n" and set the "LANG" variable to the
locale you want. You might need to restart, and/or run `locale-gen`,
for this to take effect.
