IMHO, ISPs provide great access from users to speed test hosts that
they know and care about.   For instance if some press story comes out
about speedtest.net, then every comcast user will see wonderful
results from that site for a while.   I would be $$ that there is no
sandvine equipment between a comcast user and speedtest.net. ;-)
