It sounds like you're looking for a still camera? (ie. You say single
frame capture, which I'm not familiar with.)
If I've got that right:
I don't think you will find still camera's you can control the picture
taking of in the sub-$100 range.
It's been a couple years since I was deep into it. But at the time we
always specified PTP support. But PTP only transfers pictures you
have manually taken

You should be able to find PTP support in camera's below $100, but I'm
not positive about that.
Kodak came out with PTP as an open standard prior to XP I think and XP
added it as a default protocol. Lots of camera vendors added support
since then.
Linux has had PTP support almost from the beginning of PTPs existence.
(I assume it was an open standard.)
