I think there are two parts to your question.

The first part is why someone would want to use PGP/GPG, and you've stated the
obvious reason in the context of the ALE list. People may have other reasons,
too, and I personally highly doubt that any of them are for nefarious ends. At
least, that's how I prefer to go through life thinking about people.

The second part, about why someone would want to participate in a key signing
party, is well-answered by the Wikipedia entries for "key signing party" and
"web of trust"
