No, they don't nor do they have to in order to buy that keyword from Google.
They (and google) profit as soon as someone clicks that add. The idea is
that they buy the term 'open office download' from google. Any time a
webpage is rendered that has related (contextually) content, that ad is
displayed and when someone clicks on it, they share a profit with the page
that's hosting the ad.  He may get emails from people who give it out on the
website, but that's all.
