I suggest astila.com 
I used to work with them as a 'road man.'  I would go and handle the
jobs that needed a live human on-site.
They run a  very tight ship and have zero tolerance for spammers.   
They are based in Atlanta.

I'm having mail issues where the only solution I can find is to change
IPs.

Our colo provider Jadase terminated their business yesterday so we are
at Peak 10.  Our new addresses are 68.64.43.68/27.  On 68.64.43.73 I'm
having a hell of a time sending mail.  Many sties have this address
blocked.  Some have provided ways to remove the block some have not.
That address is not listed in any database as far as spam goes.  

I've contact Peak 10 but whose responsibility is this?  At this point
I[m thinking about moving to a different /27.  It seems whoever had this
before me screwed up.
