It's not a converter, agreed. He did ask about Ethernet/USB connectivity 
, which in my mind puts in in the realm of a digital tuner.  If it 
solely converted from ATSC to NTSC, what would be the point of having 
Ethernet/USB on it if it wasn't to connect it to a computer?
Those devices have to convert the incoming mpeg stream to an analog 
signal then either feed it out directly as s-video/composite or 
remodulate it.  In speculation I would imagine that he would like to get 
the signal before it's ran through the DACs.
