That is a special situation of some sort.
In general, each router has a source-facing IP and destination facing IP.
traceroute should give you the source-facing IP.
Possibly you have a transparent router that is doing something a
little special with the IPs.
PS I just double checked my office setup and I get what I expect. The
first IP is 10.0.1.1 (the protected side of my router/firewall, and
the second IP is the IP of the next router in the route (from my
non-network side).
