I have also found that ntpd can be a little flaky. I used to kepp my 
CMOS clock set to local time and it was flaky as far as accuracy. When I 
allowed it to be set to UTC the problems seemed to go away. I found this 
to be true with Ubuntu and Fedora both FC6 & F7. However, if you're dual 
booting M$ Winblowz, then you have to set it to local as Winblowz won't 
work right. I seem to remeber that this held true with all flavors of 
UNIX as we would set the clocks of servers and workstations to UTC and 
the software to the local timezone when using ntpd.
