It doesn't.  At least, not XP Home (including SP2) and XP Professional
(up to SP1).  ISO Recorder is, in my experience, required to burn ISOs
using the Windows API.  J?rg Schilling's cdrecord works with hit-or-miss
reliability on various versions and configurations of Windows, as well.

I am not sure why Windows doesn't permit burning ISO images right
out-of-the-box, mind you.  It doesn't make sense, since obviously the
operating system itself goes through the process of mastering and
subsequently burning an ISO image from a set of files to burn to a CD-R.
Microsoft could take a few lessons from GNOME, if you ask me...
