No, a 60kHz receiver is really easy to build.  See 
http://www.aavso.org/observing/programs/solar/easySID.shtml

If your goal is time sync, it is easier and cheaper to buy.  If you want 
to learn radio and electronics, the project is relatively simple and 
very instructive.  May even turn you into a ham radio buff.
