Those components will be helpful.  You are not buying a ready-made
solution.  You are buying a PCB that has to be interfaced with other
parts BEFORE you can attach to the computer.

The only other solution is to attach a SW radio to the PC and tune to
WWV then write some code that can decipher that signal.
