How about an .htaccess file?

http://httpd.apache.org/docs/1.3/env.html
http://httpd.apache.org/docs/1.3/howto/cgi.html
http://httpd.apache.org/docs/1.3/howto/htaccess.html

All part of the 1.3 manual, but they should still be valid for 2.x.

pathological personalities. It is not that power corrupts but that it
is magnetic to the corruptible. Such people have a tendency to become
drunk on violence, a condition to which they are quickly addicted."
