Sure is.  ComCast has a 2 Mbps speed-boost that you can pay $9.95 per month, 
for, as well, and that was REALLY nice.  I decided to swap it out for a 
DVR, though, since I (at this time) don't have the ability to set up a 
MythTV box or anything like that, and the girlfriend really doesn't like 
missing her shows (like House...)

However, when I had that, I was downloading from most major sites at around 
1 MiB/sec.  Very, very nice.
