[ale] Connection Speed Testing

The tests from DSL reports seem to max out around 8MBit, Beeline seems
to max out around 2000Kbps.  I was able to do an ftp to my webhost at
around 11MBit, so i'm pretty sure the speed test is maxing out not me.
