It depends on the version of windows and whether it's an OEM or not.  In 
some cases, windows expects a fat/ntfs partition to already exist.  Most 
versions that come with a computer from a larger provider (Sony, HP...) 
will have a disk that will do a complete reinstall on the computer, 
including the formatting of the drive.

I've never heard of windows running on anything other than M$ 
partitions.  Unless you want to count vmware and/or wine.
