Yes I do.  Speedfactory simply sets it up on their end that way. 
Bellsouth will charge you for static as well, so you'd not likely save 
any money going with them.

You can go with pppoe with Speedfactory, keep your static, and likely 
get a speed upgrade at little or no charge.
