There two Windows applications that will do what you want.

The first is "Irfanview".  It is a free download and easily available 
on the internet.  It permits acquisition and editing,  I have used it 
to scan a good deal of images--color negative, color positive 
tranparencies, b&w negative, color prints, and b&w prints.

When used with "Nero Burning ROM" (the full retail version; it will 
not work with OEM versions), one can produce a slide show that will 
show slides at a fixed interval (overrides allowed) and be played on 
a DVD player.  "Nero" can be downloaded free as a 30 day trial.  
On-line purchase is available.

I do not know if a sound track can be added.

I cannot give you comparisons with other programs; I haven't used any.
However, "Irfanview" has been satisfactory.
