There is confusion, but not where you think :-)
zgv is an actual command-line app in the sense that it works on a VT without
X at all. It uses svgalib or SDL.
xv, display, etc. aren't command-line in that sense. Sure, you can type xv
foo.jpg on the command-line, but it's an X app and doing that will just fire
up a separate X window to display, not use svgalib to display in that same
terminal....
