I don't know why it won't boot from the disc, but I can offer a couple 
of work-arounds.

1. reburn the boot disc
2. try booting form disc 2, it is usually bootable as well, it will then 
prompt for disc 1.
3. there is a procedure to boot from floppies documented on the first disc.
