It is as Dow noted.  I've got a SuSE 9.1 install here.  I stuck a cd 
into the drive, cd to /media/cdrom and sure enough 'ls' shows the 
contents of the drive.  Further, this is with no X running, so this is 
not related to kde or gnome.

found the following dmesg logging info:

hdd: ATAPI 52X CD-ROM drive, 128kB Cache
Uniform CD-ROM driver Revision: 3.20
SCSI subsystem initialized
st: Version 20040318, fixed bufsize 32768, s/g segs 256
BIOS EDD facility v0.13 2004-Mar-09, 1 devices found

BUT, the most telling logging info is in /var/log/messages:

Jul 10 13:39:47 suse91 submountd: resmgr: server response code 200
Jul 10 13:39:47 suse91 kernel: ISO 9660 Extensions: Microsoft Joliet Level 3
Jul 10 13:39:47 suse91 kernel: ISO 9660 Extensions: RRIP_1991A


So, I suspect submountd is the key.
