Start with the LPI Level 1. It tests basic, junior level admin skills
for RedHat style and Debian and is a bit more "known" than the SAIR
certification (not to slight the SAIR project). Once you can pass the
LPI level II, you should have no problem with the RHCT. The RHCE is
rather tough. I know some pretty good RedHat sysadmins who did not pass
it the first time around. 

The details on the RHSA are too slim to understand yet. It does seem
clear that that level involves a deep understanding of the custom kernel
patches that RedHat pulls from the 2.6 series into the 2.4 kernel on
RHEL v.3
